Introduction to ISEC Program

The ISEC Program is an important initiative by the China Scholarship Council (CSC) to implement the national education reform goals outlined in the National Education Plan and China’s Education Modernization 2035. Through education internationalization, this program aims to drive teaching reform in regional undergraduate institutions. Its purpose is to provide students with an equitable and effective platform for international exchange, broaden their global perspective, and cultivate high-level professionals and computer engineering talents with a solid foundation in English, extensive cultural knowledge, and modern management concepts, thereby enhancing their competitiveness in the job market.

The program adopts advanced international teaching concepts and methods, offering courses in a bilingual format (Chinese and English) or entirely in English. This enables students to access high-quality international education without leaving the country. Through the credit recognition model established with several prestigious universities connected to the CSC, students can earn dual bachelor's degrees from both Changchun University and the partnered international institutions within four years through a two-phase domestic and overseas training model.

Under the guidance of the China Scholarship Council, Changchun University has launched the ISEC Program, becoming one of the first batch of universities in Jilin Province approved to offer such a program. The available majors for this year’s enrollment include Accounting, Marketing, Computer Science and Technology, and Financial Engineering.

I. Training Model

The program adopts a mutual credit recognition system, where certain domestic courses are recognized by partner foreign institutions. Students who complete both domestic and international phases of study and meet the graduation requirements will receive dual bachelor’s degrees from Changchun University and the cooperating foreign institution. The undergraduate program lasts four years, and students can choose from the following two training models:

Model 1: "2+X Dual Degree Model",

Students study for two years at Changchun University. After meeting the admission criteria of the partner foreign university and upon their application, they continue their studies at the foreign university for undergraduate courses. Upon meeting graduation requirements, students will be awarded a bachelor’s degree from Changchun University and a bachelor’s degree from the foreign university, provided they meet the degree conferral requirements of both institutions.

Model 2: "Single Degree Model",

Students study for two years at Changchun University. If they do not meet the admission criteria for the foreign university or choose not to study abroad, they will continue their studies at Changchun University for another two years. Upon meeting the graduation and degree conferral requirements of Changchun University, they will receive a bachelor’s degree and graduation certificate from Changchun University.

II. Tuition Fees

The domestic tuition fee is 20,000 RMB per student per academic year. For the overseas study portion, tuition fees are based on the annual tuition rate of the partner foreign university selected by the student. Students studying abroad may be eligible for various scholarships, depending on the requirements and conditions set by the foreign institutions.

III. Available Overseas Universities for Selection

Some of the credits earned during the domestic phase of the program will be recognized by dozens of universities that are currently in cooperation with the China Scholarship Council. Students can make a reasonable choice of their overseas university based on their personal situation. As the number of partner institutions in cooperation with the China Scholarship Council continues to expand, the number of overseas universities available for students to choose from will also increase.

IV. ISEC Teaching Features and Credit Recognition

1. Difference Between ISEC Teaching and Traditional Chinese Teaching

ISEC teaching is student-centered, focusing on case-based teaching and student interaction to enhance active learning. The teaching follows a curriculum centered around teaching objectives. The goal is to achieve phased teaching outcomes, with an evaluation method primarily based on process assessment, using various forms of assessment. The emphasis is on cultivating students' ability to apply knowledge.

2. Focus on Bilingual Teaching

ISEC courses are taught in both Chinese and English. This approach not only meets the needs of international education in an English-speaking environment but also addresses potential barriers to understanding key concepts in English. It offers a bilingual international teaching model suited for Chinese students.

3. Emphasis on Process Assessment

Unlike traditional teaching methods where the final grade is based solely on a single exam at the end of the term, ISEC courses break down the 100 points across different learning outcomes. Students’ cumulative performance in phase tests contributes to the final grade. This reduces the tendency for students to cram for exams and allows them to fully digest and understand the knowledge during the learning process.

4. Team of Domestic and International Experts and Teachers

All ISEC program instructors undergo pre-service training and are certified to teach. Some teachers have studied abroad or participated in academic exchanges. Certain courses are taught by specially invited foreign experts, ensuring that students learn in an English-speaking environment and have direct interaction with foreign teachers.

5. Credit Recognition

The ISEC program adopts a mutual credit recognition model. Credits earned during the domestic phase of the program can be recognized by partnering foreign institutions.

6. Flexible and Diverse Overseas Study Options

The ISEC program breaks away from the traditional, single 2+2 or 3+1 model. Students can choose from a variety of flexible study options, such as 2+2, 3+1, 4+0, or others, depending on their individual circumstances.

V. Rich International Cultural Activities

1. Winter and Summer Course Opportunities of Overseas University

To better help students adapt to studying abroad, we offer tailored winter and summer courses that allow students to experience overseas life and learning environments in advance. These courses combine traditional English language learning with business courses, enabling students to quickly improve their English skills in a short period. Students also have the opportunity to interact closely with peers from all over the world. They will visit well-known local companies, tour famous overseas landmarks, and gain an immersive experience in diverse cultures and lifestyles. Students who complete the courses will receive project certificates from overseas universities, which will benefit their future study abroad and scholarship applications.

1. Participation in Various Themed International Cultural Activities

English Movie Appreciation: Teachers and students appreciate movies together to learn corresponding language and culture. Students create and direct their own videos in English, simulating movie scenes and recreating the plots.

Expert Lectures: These lectures bring teachers closer to students, allowing them to learn about different cultures and study abroad life in various foreign countries.

English Debate Competitions: Students are required to deliver their arguments fluently in English, with dignified posture and well-reasoned points. This exercise helps improve their language skills and sparks their interest in learning English.

To enhance students' English proficiency and meet their needs for studying abroad, we offer 100 hours of 3.English Language Enhancement Course.

VI. Career Prospects for ISEC Graduates

1. Further Studies

(1)Postgraduate Studies Abroad

Graduates can apply to pursue a Master's degree at domestic universities or directly apply for a Master's program at foreign universities. The typical duration of graduate programs at overseas universities is one to two years, with a tight and rich curriculum. The international learning environment helps students broaden their global perspective and gain a deeper understanding of Western culture and thinking patterns.

(2)Postgraduate Studies in China

With a strong advantage in English, sharp thinking, and an open-minded learning approach, students have high adaptability to exams. They can pursue either domestic postgraduate studies or study abroad, depending on their preferences.

2.Employment

(1)Employment in China

Graduates will apply international curricula and cutting-edge professional knowledge from both domestic and international sources to practice, thus enhancing their core competitiveness and personal employability. With long-term exposure to and familiarity with Western culture, students can communicate fluently with people from English-speaking countries, and possess high international literacy and cultural exchange abilities. Upon graduation, they can pursue careers in government foreign affairs, foreign enterprises, multinational corporations, and more.

(2) Employment Abroad or Return to China

After graduation, students studying abroad have two choices: stay abroad or return to China. Many countries have relaxed immigration policies to attract talents, allowing international students to settle and work abroad. For those who choose to return to China, overseas Master's and PhD graduates are highly valued in the job market, especially by leading companies. Even with limited professional experience, language skills remain a significant asset.

3.Entrepreneurship

The ISEC program differs from traditional teaching methods by using bilingual or all-English instruction. As such, students' English proficiency needs to be stronger than that of other students, and at least students should have the ability to communicate in an internationally recognized language. Furthermore, ISEC students are required to reasonably plan their academic and career development under the guidance of their instructors during their four years of study. This includes planning for future career paths. In their third year, students should proactively arrange internships to gain practical work experience before graduation, laying the foundation for entrepreneurship after graduation.
