Introduction to Changchun University’s Ministry of Education "Foreign Aid Program"

In 2016, the Ministry of Education of China issued the notice on "Promoting the Belt and Road Education Action," which promotes the co-construction of the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road" (referred to as the "Belt and Road"). This initiative provides a significant opportunity for large-scale regional educational openness, exchange, and integration. Strengthening educational cooperation and joint actions among the countries along the Belt and Road is an important part of the co-construction of the Belt and Road, which can provide talents for its development. The Ministry of Education's Belt and Road foreign aid project aims to promote deep educational cooperation, mutual learning, and joint efforts to advance the educational development of countries along the route, thereby enhancing the educational influence of the region.

In December 2018, the project titled "Design and Production Training of Crafts and Arts Works for the Deaf from Belt and Road Countries" submitted by our university was approved for implementation. The aim of this project is to better implement the country's foreign aid initiatives and to fulfill the goals of the "Belt and Road" Education Action Plan. Our university's project focuses on a series of "Belt and Road" initiatives, such as the "Luban Class" vocational and technical innovation and entrepreneurship training program, the "Silk Road 1+1" research cooperation project, and the "Goodwill Ambassadors" training program. The College of Special Education at our university leverages its advantages in higher education for special education and, with the support of international cooperation and exchange resources, has jointly applied for the "Goodwill Ambassadors" training program with the Dhurakij Pundit University in Thailand.

On December 12, 2019, the opening ceremony for the Changchun University’s Ministry of Education's foreign aid project, the "Goodwill Ambassadors" Program for Belt and Road Countries, was held at the B703 of the university’s Comprehensive Building. The delegation included Dr. Feng Yuying, Dean of the Faculty of Education at SEGi University in Malaysia; Dr. Qin Yanping, the Chinese Director of the Confucius Institute at SEGi University and a professor from Hainan Normal University; Dr. Huang Peini from the Curriculum Development Division of Malaysia's Ministry of Education; Dr. Feng Yujing, Project Leader of the Education Bachelor's Program at SEGi University; Dr. Liu Guoqing, representative from Malaysia’s higher education sector; five students with visual impairments and five students with hearing impairments from Malaysia.

This 12-day foreign aid program, organized by the Office of International Exchange and Cooperation and the College of Special Education, provided training for 10 visually impaired and hearing-impaired university students, as well as 5 teachers from SEGi University in Malaysia. The training covered topics such as the development of special education, education and practice for students with disabilities, Chinese special education and culture, and the effectiveness of inclusive education. In-depth cooperation and exchanges took place in areas such as talent cultivation for students with disabilities, innovation in education models, teacher training, and student employment. The program aimed to jointly promote the development of disability education in both countries and deepen the friendship between them through educational cooperation.

From February 19 to 22, 2023, the College of Special Education hosted the national "Belt and Road" training program on artistic talent cultivation for hearing-impaired university students. This event involved Liu Guoqing, Executive Director of the Malaysia International Education Development Center, Dr. Huang Peini, Senior Supervisor of Malaysia's Ministry of Education’s Curriculum Development Division, and 14 teachers and students with hearing impairments from Malaysia, Thailand, and Indonesia. During the training, foreign teachers and hearing-impaired students experienced traditional Chinese medical massage techniques, Chinese egg sculpture art, fiber art, comic design and production technology, and Chinese oil painting art. They also had the opportunity to appreciate the beautiful natural scenery and unique culinary culture of Northeast China.

On December 21, 2023, the program hosted an art development exchange meeting for hearing-impaired university students from four Asian countries. This international exchange event was the first of its kind at our university to promote artistic education for hearing-impaired students. It provided a platform for students from different countries and cultural backgrounds to engage in artistic exchanges, which is of great significance to enhancing the level of artistic education for hearing-impaired students in both Changchun University and Asian countries.

During the meeting, Wang Kewen, a hearing-impaired student from our university’s College of Special Education, along with students from Malaysia, Thailand, and Indonesia, showcased their classical cultures through dance and poetry, fostering deeper cultural exchanges.
