Changchun University's 2025 China Government Scholarship 'High-Level Graduate' Program Admission Guide (Category B)

According to the "Notice on the Application for the 2025/2026 Chinese Government Scholarship 'High-Level Graduate' Program" issued by the China Scholarship Council and the relevant requirements of the university, this admission guide is formulated.

I. Programs, Categories, and Scholarship Duration  

1. Programs: Please refer to the "Changchun University 2025 International Student Program Directory."  

2. Category: Master's Degree  

3. Scholarship Duration: The duration includes both Chinese language preparation and academic study. The funding for Chinese language preparation typically lasts one year, while the funding for the master's degree program is three years.

II. Funding Standards  

1. Tuition Fee Waiver;  

2. Free on-campus accommodation provided;  

3. Living allowance: 3,000 RMB/month;  

4. Comprehensive medical insurance fee: 800 RMB/person/year.

III. Application Requirements  

1. Non-Chinese citizens in good health, both physically and mentally;  

2. Must hold a bachelor's degree or its equivalent, with excellent academic performance, and generally be under the age of 35;  

3. Language Requirements  

  - For Chinese-taught programs: HSK Level 4  

  - For English-taught programs: Proof of English proficiency, with a TOEFL score of at least 85 or an IELTS score of at least 6.0;  

4. Academic Requirements  

  Applicants must meet the academic qualifications and other specific admission requirements of the chosen program.

IV. Application Materials  

1. "Chinese Government Scholarship Application Form" (completed in Chinese or English).  

2. A copy of the passport's information page (passport should be valid beyond September 2024).  

3. Notarized highest academic qualification certificate. If the applicant is currently a student, a certificate of expected graduation or enrollment from their current school must be submitted. If the certificate is in a language other than English, an English translation must be provided and notarized.  

4. Academic transcript. A transcript from the undergraduate level onwards, in both Chinese/English, with the school's official seal must be provided. If the transcript is in a language other than English, an English translation must be provided and notarized.  

5. Proof of language proficiency. Applicants for Chinese-taught programs must provide an HSK Level 4 certificate. Those who have obtained a degree from a Chinese university where the teaching language was Chinese are not required to submit an HSK certificate. Applicants for English-taught programs must provide proof of language proficiency as required by the school, such as an IELTS or TOEFL score.  

6. Pre-admission documents. Pre-admission documents or an invitation letter from a supervisor at the university. If the invitation letter is from a supervisor, it must include the supervisor’s name, title, contact information, and the signature and contact details of the head of the International Education College, along with the university’s official seal. (Pre-admission documents can only be issued after passing the university’s unified assessment. You can submit an application and follow the university’s instructions for the process.)  

7. Study plan. Submit a study plan in Chinese or English (1000 words or more). The study plan should only be written in Chinese or English. (Template can refer to Attachment 1.)  

8. Letters of recommendation. Submit two letters of recommendation from professors or associate professors, focusing on the applicant’s study goals in China, the collaboration between the school's or Chinese supervisor's and foreign supervisors, or the inter-university exchange situation, and an evaluation of the student’s overall ability and future potential. These letters should be written in Chinese or English only.  

9. Academic achievements. Articles published in the field of study, research results, and representative works or abstracts.  

10. Personal works. Applicants for art, design, or similar programs can upload materials related to their personal works (such as images, paintings, etc.) under the "Works/Other Supporting Materials" section.  

11. "Physical Examination Record for Foreigners" scanned copy. The original should be kept by the applicant. This form is issued by Chinese health quarantine authorities and must be filled in English, with a validity of 6 months. Applicants must follow the required items in the form. Incomplete forms, those without a photo or with an unstamped photo, or those without a doctor’s and hospital’s signature/seal are invalid. (Template can refer to Attachment 2.)  

12. No criminal record certificate. Applicants must submit a valid, recent (usually within 6 months before application) no-criminal-record certificate issued by the local public security authorities.

V. Application and Admission Process  

1. Apply via the Chinese Government Scholarship Study Abroad Management Information System

Visit the "Studying in China" website and log in to the "Chinese Government Scholarship Online Application System" (http://www.campuschina.org). Register an account, fill in the application information, and submit online to generate an electronic version of the "Chinese Government Scholarship Application Form" (in Chinese or English).  

The "Receiving Institution Code" for Changchun University is 11726. Please refer to the "Applicant User Guide for the Chinese Government Scholarship Study Abroad Management Information System" (Attachment 3).  

2. Submit Application through Changchun University's International Student Service Platform  

Log in to the "Changchun University International Student Service Platform" (https://ccu.at0086.cn/StuApplication/Login.aspx), register an account, and fill in the application information.  

Materials uploaded through the system must be clear, authentic, and valid. It is recommended that applicants use professional equipment to scan the required documents. Any consequences due to unclear or unrecognizable materials will be the applicant’s responsibility.  

The deadline for system submission is February 25, 2025.  

3. Preliminary Review by Changchun University’s International Education College  

In March 2025, the International Education College will review the application qualifications based on admission requirements, focusing on academic background, language proficiency, eligibility, and health status. The college will then consult with the relevant teaching and training units for further review.

4. Review by Teaching and Training Units, Remote Interview, or Written Exam  

The teaching and training units will organize expert reviews, focusing on applicants' academic achievements, research capabilities, language proficiency, academic background, overall quality, and development potential. Qualified applicants will undergo remote interviews or written exams, with the results reported back to the International Education College.  

5. Announcement and Recommendation of Candidates  

By March 20, the International Education College will announce the assessment results and submit the recommended list to the China Scholarship Council.  

6. Final Review by the China Scholarship Council

The China Scholarship Council will organize a panel of experts for final review and select applicants based on merit.  

7. Release of Admission Results  

The International Education College will publicly announce the admission results.
